ReTRAC Master Plan Overview

1. Focus

· The ReTRAC Master Plan's primary focus should be

on achieving the maximum increase in district

development potential from the profound

achievement of actual train undergrounding ­ the

greatest piece of "city change" (and potential

value change) that has occurred.

· Areas where train is not submerged have not lost

all of their disamenity effects - their district

potentials have not fundamentally changed.

· In full undergrounding areas, the disamenity has

been removed, but the trench artifact will not

necessarily "heal" nor "energize" development

potentials in its adjacent pieces of city, as-is.
