2. Context and Vision

· Downtown's identity and activity is transitioning from a

primary gaming focus to a broader entertainment and

lifestyle/livability focus ­ the latter with more emphasis on

place distinctiveness.

· The City continues to pursue opportunities to create

downtown convention, retail, tourism, and entertainment

venues to strengthen the core and riverfront districts, as it

should.

· A mixed visitor and in-town customer base would best

support this economy and identity for reasons of both

"authenticity" and economic flexibility.

· Having achieved the first round of downtown residential

projects, the opportunity is to drive forward the

momentum to create livable downtown neighborhoods

that attract more residents and create/sustain value.
