Areas of Weakness: Restructure
West side: Transition underutilized blocks and
parcels within this area to form primarily
residential neighborhoods (mid-scale) in order to
"ballast" the revitalization of downtown with
nearby economic value, human presence,
customer base, and authenticity. Shape blocks,
streets, and building character accordingly, to set
stage for private sector investment. Find
opportunities for "neighborhood anchors" like
community center, DT neighborhood retail.
Shape ReTRAC trench as residential corridor and
greenway to connect to ped/bike loop to river.
