Areas of Weakness: Restructure
East side: Gradually transition industrial
blocks "behind" corridor to compatible
residential uses, with recognition of positive
long-term workplaces. (Tracks are still
mostly on the surface in the East side.) Be
prepared for a slower, less even
implementation, but with potentials for
"incubator" businesses to occupy existing
bldgs.
