Odd permit for 118 West Street - What are the plans?

I ran across a submit for 118 West Street, which is the Ross Manor building, I think called the Westlyn. On their web site, they state they are no longer accepting applications. Perhaps they are full, or perhaps it's because of this project permit. 

The permit reads: COMMERCIAL REMODEL & ADDITION - REMODEL. ELECTRICAL PLUMBING MECHANICAL STRUCTURAL RENOVATION OF AN EXISTING 4 STORY APARTMENT BUILDING TO PROVIDE 86 DWELLING UNITS.

According to their asessor data, the property has 151 units currently and is 53,628 sf. 

The total project square footage on the permit is 70,885. 

So what are the plans? Are they going to reduce the 151 mostly-efficiency and studio units to 86 larger studio and one-bedrooms, with kitchens and baths? Or, are they going to somehow add onto the building in the courtyard space on the corner of 1st and West, adding 86 additional units? 

The real kicker and mystery is that the permit valuation is for $12,800,000. That is a giant sum of money, I eagerly await to see what the plans are for this historic building. And, as Ru Paul so famously says..."don't fuck it up."
